Mrs Jennifer Tobore Otu was sworn in as the seventh chairman of the Oyo State chapter of the [Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN)](https://en.wikipedia.org/wiki/Institute_of_Chartered_Secretaries_and_Administrators_of_Nigeria) during a ceremony held in Ibadan on Saturday, together with the induction of new executive committee members.
**What commitments did the new chairman make?**
In her acceptance address, Otu pledged to build a stronger, highly visible, inclusive and financially stable chapter. She revealed that her administration is negotiating memoranda of understanding with universities so that students can be introduced to ICSAN early and become chartered upon graduation.
**What did the institute’s governing council say?**
Mrs Uto Ukpanah, president and chairman of the governing council of ICSAN, highlighted that the investiture went beyond a formal hand‑over. She congratulated Otu and urged her to provide purposeful leadership that would deepen the institute’s relevance in [Oyo State](https://en.wikipedia.org/wiki/Oyo_State) and beyond. Ukpanah also called on the new executive committee to work as a cohesive team, uphold the institute’s standards and prioritize collective interest over personal gain.
**How will the chapter engage with external partners?**
The council chair emphasized the need for stronger ties with public institutions, the private sector, academia and other professional bodies. She warned that “leadership in a professional institution is not measured merely by the title one holds, but by the quality of the institutions one builds, the people one develops and the enduring value one leaves behind.”
**What perspective was offered on public governance?**
Delivering the keynote lecture titled “Efficiency, Integrity and Accountability as Foundations for Effective Public Governance,” Professor Francis Offor, Director of the Directorate of Affiliated Institutions at the [University of Ibadan](https://www.ui.edu.ng), stated that good governance is judged by how effectively public institutions translate policies, authority and resources into tangible public value.
The ceremony concluded with calls for the chapter to champion efficiency, integrity and capacity in all its future initiatives.
