Lagos APC Guber Candidate Hamzat Launches 100-Point Manifesto, Promises Wealth Fund and Child Agency

Obafemi Hamzat, the Lagos State APC governorship candidate, has unveiled a 100-point campaign manifesto. His pledges include establishing a child protection and nutrition agency, creating a state wealth fund, and introducing a public service delivery office within his first 100 days in office.

The Lagos State All Progressives Congress governorship candidate, Obafemi Hamzat, has unveiled a comprehensive 100-point blueprint tagged 'The Lagos Promise', featuring commitments to establish a child protection agency, launch a state wealth fund, and overhaul public service delivery within his initial 100 days in office if victorious at the polls.

Mr Hamzat rolled out the policy document on Friday during an official presentation tagged 'Lagos, Forward Together', hosted by the Lagos State APC PBAT-KOH Campaign Council 2027 at the Wole Soyinka Centre for Culture and Creative Arts located in Iganmu, Lagos. The strategic framework is structured around seven core pillars focusing on human capital, physical infrastructure, economic expansion, governmental efficiency, social inclusion, public security, and active citizenship.

Out of the total 100 commitments outlined in the policy charter, 87 are categorized as direct guarantees executable under the authority of the state government. The remaining 13 proposals are classified as developmental targets requiring legislative collaboration, judicial alignment, or partnerships with the federal government. Furthermore, the candidate committed to issuing a regular performance scorecard to allow residents to monitor the implementation of his administration's promises.

What structural reforms are proposed for the first 100 days?

During his opening weeks in office, Mr Hamzat intends to transmit an executive bill to the Lagos State House of Assembly to mandate the creation of a dedicated Child Protection and Nutrition Agency. This statutory body will monitor minors under the age of 18 to guarantee school enrollment or vocational training alongside proper nutritional support.

Additionally, an executive order will establish the Lagos State Service Delivery Office, chaired by the governor, to track benchmark performance metrics. The strategy also includes launching an independent state wealth fund to secure financial reserves for future generations, alongside fixed service charters designed to ensure government offices acknowledge citizen complaints within 48 hours and resolve them within 30 days.

How does the manifesto address health, education, and jobs?

In the health sector, the candidate pledged to scale up maternal and child centers from six to fifteen, construct general hospitals in Ogombo and Ibeju- Lekki, and upgrade 100 primary healthcare facilities to flagship standards. Educational reforms will focus on expanding the EkoEXCEL initiative, reviewing educators' compensation packages, and planning for a proposed University of Medicine and Health Sciences.

For job creation, the blueprint prioritizes reducing regulatory hurdles for businesses by streamlining local government charges, easing permit acquisition, and instituting a vocational placement scheme where the state covers 40 percent of student stipends during employer attachments.

What are the plans for transport, housing, and the environment?

Infrastructure plans feature extending the Blue Line rail corridor to Okokomaiko, collaborating on the Green Line connecting Marina to the Lekki Free Trade Zone, and dredging a 140-kilometer inland water corridor to deploy 75 passenger vessels. Housing initiatives involve partnering with private developers to deliver homes backed by single-digit mortgage options requiring a 10 percent deposit.

Environmental strategies target a 95 percent waste collection coverage rate by optimizing private sector participation, completing transfer loading stations at Olusosun and Solous III, and finalizing a waste-to-energy project in Agbowa.

Endorsements from party leaders

Governor Babajide Sanwo-Olu strongly endorsed his deputy, highlighting their collaborative governance over the past seven years and urging voters to prioritize administrative continuity over experimentation. Similar endorsements were delivered by the Lagos APC Chairman, Cornelius Ojelabi, and former Deputy Governor Sarah Sosan on behalf of the Governors' Advisory Council, calling on party faithful to consolidate past developmental gains across the state.
