PDP Governorship Aspirant Emmanuel Bwacha Demands Accounting for $268 Million ECOWAS Loan in Taraba

Senator Emmanuel Bwacha, the Peoples Democratic Party (PDP) candidate for Taraba State governorship, has called on Governor Agbu Kefas to explain the whereabouts of a $268 million loan from the ECOWAS Bank for Investment and Development signed in June 2026. He warned that public borrowing must be transparent and deliver tangible benefits.

Senator Emmanuel Bwacha, the [Peoples Democratic Party (PDP)](https://en.wikipedia.org/wiki/Peoples_Democratic_Party_(Nigeria)) governorship candidate for [Taraba State](https://en.wikipedia.org/wiki/Taraba_State), on Saturday urged Governor Agbu Kefas to disclose the status of a $268 million loan obtained from the [ECOWAS Bank for Investment and Development](https://en.wikipedia.org/wiki/Economic_Community_of_Western_African_States#ECOWAS_Bank_for_Investment_and_Development) in June 2026. The demand was made while launching the PDP’s 2027 campaign in Zing.

**What loan is being questioned?**

The loan, signed in three financing agreements, was intended to fund an integrated industrial park, a 10,000‑hectare irrigated rice scheme with modern processing facilities, and a 50 MW solar photovoltaic plant in Jalingo. Bwacha alleged that the funds have not been accounted for and asked for details on disbursements, expenditures, job creation, asset generation and future repayment obligations.

**What are the candidate’s key concerns?**

Bwacha highlighted serious worries about the state’s infrastructure, public spending, borrowing practices, social services and the relationship between government and communities. He stressed that governance is a responsibility, not merely a possession of power, and must address the needs of farmers, civil servants, pensioners, graduates, mothers and children.

**What does he propose for Taraba’s development?**

He pledged to improve rural security, upgrade roads that serve agricultural zones such as Lau, Karim Lamido and Sardauna, and invest in storage, processing, packaging, transport and export facilities. Bwacha also promised the creation of agro‑processing zones, value‑chain development, youth and women empowerment, and enhancements in health, education and overall infrastructure.

**How does he frame political competition?**

The candidate urged supporters to view politics as a contest of ideas rather than a war, calling for civility, rejection of violence, intimidation, disorder and personal attacks during campaigns.

Earlier, PDP National Chairman Hon. Abdulrahman Mohammed appealed to Nigerians to back Bwacha’s vision and help build a Taraba that reflects the people’s aspirations.
