NSA Nuhu Ribadu launches 33‑member panel to overhaul Nigeria’s National Security Strategy

Nigeria’s National Security Adviser, Nuhu Ribadu, inaugurated a 33‑person committee on Thursday to review the nation’s security strategy and craft a new framework that tackles rising threats such as terrorism, banditry and cyber‑attacks.

On Thursday, National Security Adviser Nuhu Ribadu inaugurated a 33‑member committee tasked with reviewing Nigeria’s National Security Strategy and drafting a fresh framework to confront emerging threats. The panel, which brings together representatives from the armed forces, intelligence agencies, law‑enforcement bodies, civil‑society groups and academia, has been charged with producing a comprehensive, realistic and actionable document that mirrors the country’s shifting security landscape.

What prompted the new review?

Ribadu noted that the security environment at home, across the region and globally has altered dramatically since the last strategy assessment in 2019. “Our national security landscape is undergoing rapid and profound transformations,” he said, emphasizing the urgency of updating the policy framework.

Who sits on the committee?

The committee is chaired by retired Major‑General Sarkin Bello and includes officials from the Defence Headquarters, the Nigerian Army, Navy and Air Force, the Nigeria Police Force, the Department of State Services, the National Intelligence Agency, the Defence Intelligence Agency and the Economic and Financial Crimes Commission, among others. The inclusion of civil‑society organisations and academic experts aims to broaden perspectives on security challenges.

Which threats must the new strategy address?

According to the NSA, the forthcoming National Security Strategy 2026 must confront terrorism, banditry, kidnapping, cyber threats, misinformation, economic hardship, food insecurity and environmental degradation. The document is expected to serve as an overarching framework for coordinating national security, resilience and sustainable development.

How will the committee be supported?

Ribadu indicated that the Office of the National Security Adviser will provide the necessary administrative, technical and logistical assistance to ensure the committee meets its mandate on schedule.

The last comprehensive review of Nigeria’s security strategy was carried out in 2019, and this renewed effort reflects the government’s intent to adapt to a more complex and volatile threat landscape.

When will the new strategy be finalised?

While no exact deadline was disclosed, the committee is expected to submit its findings and recommendations within the coming months, paving the way for the official rollout of the 2026 strategy.
