CAF Implements Reforms to Rebuild Trust in Referees and VAR System

The Confederation of African Football (CAF) has unveiled comprehensive reforms to improve the integrity of referees, VAR operators, and the judicial framework. This initiative is a response to recent controversies surrounding officiating in the 2025 Africa Cup of Nations.

The Confederation of African Football (CAF) has initiated significant reforms to its rules and regulations, aiming to restore trust in officiating standards, including both referees and VAR officials.

This decision follows recent controversies that marred the final match of the 2025 Africa Cup of Nations held in Morocco, highlighting the urgent need for enhanced accountability and governance.

In an official announcement, CAF reiterated its dedication to bolstering oversight and professionalism in its officiating and disciplinary processes.

"CAF is committed to appointing the most esteemed and reputable African judges and lawyers to its Disciplinary and Appeal Boards," the organization stated.

These appointments are made by the CAF Executive Committee and the CAF Ordinary General Assembly, selecting from candidates recommended by 54 member associations and zonal unions. The independence and impartiality of CAF's judicial entities are of utmost importance.

CAF President Patrice Motsepe mentioned that the proposed reforms were formulated following discussions with prominent legal and football authorities.

"CAF is actively rolling out extensive changes to its statutes and regulations to enhance confidence in CAF referees, VAR operators, match commissioners, as well as in its Disciplinary and Appeal Boards. This initiative aims to prevent any recurrence of the unacceptable incidents that transpired during the TotalEnergies CAF AFCON Morocco 2025,"

Motsepe stated. He also noted that CAF is collaborating closely with FIFA to improve training and standards for African officials, emphasizing the need for better compensation as they strive for excellence.

He reiterated CAF’s commitment to integrity and fairness, declaring:

"The independence and impartiality of the CAF Judicial Bodies are critical. Our dedication to eliminating corruption and unethical practices has attracted significant support from sponsors and partners alike.

"Equally important is our vow to treat every Member Association with fairness and equality. No Member Association will receive preferential treatment over another."

CAF has confirmed that the issues related to the Morocco 2025 AFCON final are currently under review by the Court of Arbitration for Sport, while the organization also focuses on ongoing competitions and the preparations for the 2026 FIFA World Cup.
