The Federal Government of Nigeria has expressed its support for the collaborative educational initiative between the University of Lagos (UNILAG) and the University of Birmingham in the UK, which aims to enhance access to globally competitive academic programs.

Education Minister, Dr. Maruf Tunji Alausa, announced this endorsement on a Thursday during the signing of a Memorandum of Understanding (MoU) between the two universities. The partnership intends to globalize Nigeria’s higher education framework, modernize academic curricula, and broaden the accessibility of competitive international education.

Alausa noted that this collaboration marks a significant achievement in realizing Nigeria’s Transnational Education (TNE) policy and the wider reforms being undertaken in the education sector.

He highlighted that the recently approved TNE policy offers a structured approach for delivering academic programs across borders, creating more opportunities for tertiary education access, alleviating the admission challenges faced by local universities, and fostering international exchanges in research and innovation.

“This policy is also anticipated to draw foreign investments and funding into Nigeria’s education sector,” he stated.

The minister further mentioned that the UNILAG and Birmingham partnership is in alignment with the National Education Sector Renewal Initiative (NESRI), which emphasizes quality, accessibility, and competitiveness on a global scale. He reaffirmed that international collaborations are fundamental to the government’s strategy for promoting innovation, enhancing research capacities, and improving skills development among Nigerian students.

Through this partnership, the University of Birmingham will certify select academic programs to be offered at the University of Lagos, enabling local students to obtain internationally recognized degrees without leaving Nigeria.

“This model will enhance instructional delivery, boost employability, promote skills development, and fortify global academic networks,” the minister explained. He also noted that this collaboration would cultivate an environment that encourages critical thinking, creativity, and entrepreneurship while also advancing infrastructure, teacher training, and technology integration in the sector.

Earlier in her address, the Vice-Chancellor of the University of Lagos, Prof. Folasade Ogunsola, remarked that this agreement builds upon a decade of beneficial collaboration between UNILAG and Birmingham. She stated, “The relationship has been fostered over the past 10 years through joint research and academic initiatives, particularly in global surgery, underscoring our commitment to equitable global partnerships in higher education amid increasing demand for international academic competitiveness.”

She elaborated on the success of collaborative research under the Nigeria Institute of Health Research/Global Surgery Unit, which has established Global Surgery Units across 37 institutions within Nigeria's six geopolitical zones. This initiative has led to numerous studies, achieving a 15 percent reduction in surgical site infections through implemented behavioral transformation strategies, which have been integrated into federal health policies nationwide.

Furthermore, she indicated that this collaboration resulted in the creation of the Master of Science in Surgery program at the College of Medicine, University of Lagos, benefiting over 120 UNILAG students and more than 1,000 students nationally.

“The partnership also holds a Guinness World Record for the largest number of authors on a single scientific article with 15,025 contributors,” said the VC.

The Vice-Chancellor of the University of Birmingham, Prof. Adam Tickell, represented by Deputy Provost and Deputy Principal, Prof. Nick Williams, stated that the MoU signifies an ongoing commitment to structured and principled collaboration rather than immediate results.

“Today’s Memorandum of Understanding serves as an affirmation of intent, trust, and serious commitment, not merely an announcement of an outcome,” he remarked, adding that the agreement signifies both institutions' dedication to exploring how students can benefit from degrees conferred by both universities in Lagos.

He recognized UNILAG as a leading institution on the continent, making it a suitable partner for the University of Birmingham, a member of the prestigious Russell Group and a top 100 global university.

Prof. Abdullahi Yusufu Ribadu, Executive Secretary of the National Universities Commission (NUC), emphasized that the MoU formalizes a strategic relationship between the universities.

“This partnership represents the formalization of a new alliance geared towards joint research, staff and student exchanges, and collaborative academic endeavors,” he stated. He clarified that the partnership operates under the NUC's approved Twinning and Articulation Model, indicating the NUC's active role in advocating for transnational education in Nigeria, recognizing its importance in broadening university education access.

He assured all stakeholders of the commission’s oversight responsibility, affirming, “we will ensure that transnational education partners adhere to the same high standards expected of Nigerian universities whilst drawing from global best practices.”

UK Deputy High Commissioner to Nigeria, Jonny Baxter, commented, “This collaboration between the University of Birmingham and the University of Lagos exemplifies how UK-Nigeria partnerships can enhance access to top-tier UK education, expand opportunities for youth, and foster innovation in critical fields such as Artificial Intelligence.”

He concluded, “By marrying Birmingham’s expertise with UNILAG’s academic prestige, both institutions stand to gain from shared learnings, collaborative research, and enriched academic exchanges, thereby equipping the next generation with necessary skills for a rapidly changing digital landscape.
