Public-Private Partnerships to Revolutionize Housing Finance in Nigeria, Says Minister

Nigeria's Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has announced a strong commitment to Public-Private Partnerships (PPPs) to drive large-scale housing financing. A forthcoming summit and training program aim to equip stakeholders with the tools to structure and deliver viable housing projects.

The Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has indicated that the federal government intends to vigorously promote Public- Private Partnerships (PPP) as a key strategy for large-scale housing financing. This initiative includes training for housing agency heads and developers on effectively utilizing PPPs and Joint Ventures for housing projects.

The training, themed “Leveraging PPPs and Joint Ventures for Housing Development,” is being organized in partnership with Shelter Advisory Services Limited. Its primary objective is to enhance the structuring of housing finance to implement feasible PPP housing projects, thereby accelerating housing delivery across Nigeria.

This training is part of a broader series of events leading up to a Summit on Renewed Hope Housing PPP. The summit is designed as a high-level platform for policy and transaction discussions, focused on advancing structured PPPs for housing delivery in the nation. According to a statement from Badamasi Haiba, Director of Press and Public Relations, the event will bring together stakeholders from federal and state governments, policymakers, legislators, institutional investors, developers, and development partners.

The summit aims to align policy frameworks with practical housing projects, moving the housing sector discussion from strategy to sustained delivery. The goal is to transform policy clarity into investable projects that yield measurable impacts for Nigerian cities and communities.

Minister Dangiwa emphasized that the Renewed Hope Housing PPP Summit, under the theme “From Policy to Projects: Financing and Delivering Housing at Scale through PPPs,” is intended to expedite the large-scale delivery of housing in Nigeria.

He further stated that the summit's core aim is to bridge the gap between well-defined policies and actual, bankable housing projects on the ground. The event will serve as a practical, transaction-oriented forum where stakeholders can discuss the structuring, financing, and implementation of viable housing PPPs. Particular attention will be given to project pipelines, financing mechanisms, risk allocation frameworks, and successful delivery models that can be replicated nationwide.

Dr. Olayemi Rotimi-Shodimu, the Chief Convener from Shelter Advisory, explained that Public-Private Partnerships are recognized as the most effective approach for mobilizing long-term capital. He highlighted that PPPs can combine public land and infrastructure with private sector expertise to meet Nigeria's urgent housing needs at scale.

The keynote address at the summit will be delivered by Elena Panaritis, Founder of Thought4Action and an international specialist in property rights reform, informal economies, and PPP-driven housing development.

Vice President Kashim Shettima is expected to attend as the Special Guest of Honour. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, will also deliver a Ministerial Address.
