The Nigeria Police Force is actively improving its operational capabilities through the annual "Conference and Retreat for Senior Police Officers (CARSPO)". This strategic event aims to realign the Force for contemporary policing and to bolster internal security.

This conference gathers senior officers, starting from the Commissioner of Police level and above, facilitating discussions on security challenges, assessments of operational tactics, and the enhancement of professional skills within the Force.

The inaugural CARSPO was held in 2019 at Eko Hotel and Suites, Lagos State from October 28 to 30, under the theme "Repositioning the Force for the Challenges of Effective Policing in the 21st Century." Coordinated by the Nigeria Police Force in partnership with Matchmakers Consult International and supported by the Lagos State Government, the focus was on modernizing police tactics.

The conference spotlighted the importance of adopting intelligence-led policing, fostering community engagement, and strengthening the capacities of senior officers in operational roles.

Opened by Vice President Yemi Osinbajo on behalf of President Muhammadu Buhari, the assembly of high-ranking police strategists aimed to set a foundation for improved professional standards and the establishment of a Police Institute located in Abuja.

The initial gathering in 2019 played a pivotal role in tackling operational hurdles and nurturing a more proactive police force that's keen on community engagement.

In 2020, the Nigeria Police Conference and Retreat, now commonly referred to as CARSPO, bore the theme "Implementing and Operationalizing Community Policing in Nigeria," taking place in Uyo, Akwa Ibom State from November 16 to 19. This event focused on a community-centric security approach, gathering senior officials and experts for a blend of in-person and virtual discussions, continuing from the previous year's initiative.

Noteworthy advancements in 2020 included the enactment of the Police Act 2020, which superseded the previous 2004 regulation emphasizing accountability and transparency, although Police Week events were canceled due to the COVID-19 pandemic.

The second edition of the Nigeria Police Force Annual Conference and Retreat occurred in Uyo from February 8 to 9, 2022, themed "The New Police Vision: A Roadmap for Stabilizing Internal Security." This edition aimed to refine strategies influenced by the appointment of the 21st Inspector-General of Police, IGP Usman Alkali Baba, reviewing government reform policies and aligning them with current security needs.

Attendance included senior police personnel, state governors, National Assembly members, the National Security Adviser, the Minister of Police Affairs, and other security agency leaders. The retreat concentrated on enhancing intelligence-led policing, enhancing community relations, and addressing logistical demands for efficient security management efforts.

Positioned as ongoing efforts by the Nigeria Police Force to upgrade the competencies and efficiency of its senior operational commands, the CARSPO series proceeded to its third edition held in Owerri, Imo State, from late October to November 2, 2022, with an emphasis on managing election security in anticipation of the 2023 elections.

This gathering reunited senior police officers, stakeholders, and policy influencers to assess crime trends and security vulnerabilities, refining proactive measures to secure a stable democratic process and bolster internal management practices.

The 2022 edition focused on strategizing plans for peaceful elections with a clear emphasis on security operations and professionalism during the electoral period. It proved crucial in readying police commanders to fortify the political atmosphere's security.

Participants included top-ranking officers, state governors, the Chair of the Police Service Commission, as well as heads from various security organizations, all dedicated to evaluating election security risks and promoting trust between the police and public.

In October 2023, the fourth iteration of the Senior Police Officers Conference and Retreat convened at the Landmark Event Centre in Owerri. With the theme "Fostering Economic Prosperity, Social Integration and Political Development through Enhanced Internal Security Mechanism," it tackled significant national security issues.

The recent conference facilitated knowledge sharing among security professionals, showcasing current trends, best practices, and innovative strategies across various fields of security.

As the Nigeria Police Conference progresses, it has cultivated a robust professional community promoting collaboration and sharing valuable insights for addressing emerging security threats.

The upcoming 5th Edition of the CARSPO is set for February 24 to 26, 2025, at the H3 Event Centre in Abeokuta, Ogun State, concentrating on internal security challenges and socioeconomic growth through community-inclusive policing strategies. Opened by Vice President Kashim Shettima, the conference aims to incorporate advanced technologies such as AI, drones, and digital forensics to enhance crime management practices.

Historically, the conference has evolved to meet contemporary challenges and has proven pivotal in shaping police reforms within the Nigeria Police Force. It has promoted community-oriented security management and enhanced professional development, leading to the establishment of the Police Institute in Abuja, which is set to foster research and training initiatives within the Force.

Furthermore, discussions from these retreats have encouraged a transition to intelligence-oriented policing, the integration of technologies for crime detection, and improved welfare policies for officers. The conference, organized in conjunction with Lenders Consult International Limited, also seeks sponsorship from private entities, reinforcing its standing as a private-sector-driven initiative aimed at bolstering policing in Nigeria.

Experts acknowledge the significant influence of these retreats in shaping effective policies and strategies that direct policing actions throughout Nigeria.
