The Nigerian Federal Government has announced a call for Expressions of Interest (EOIs) to select a media and creative agency. The selected agency will be tasked with formulating and executing a detailed communications and visibility strategy intended to elevate the profile of the iDICE Programme, while also fostering partnerships that promote Nigeria’s digital and creative sectors.

This initiative is part of the broader iDICE Programme, supported by funding from the African Development Bank (AfDB), Agence Française de Développement (AFD), and the Islamic Development Bank (IsDB).

The main goals of the iDICE Programme include stimulating entrepreneurship, enhancing innovation, creating employment opportunities, and fostering economic transformation by advancing the digital technology and creative ecosystem in Nigeria. This will be achieved by building on existing investments and collaborating with ongoing national initiatives.

The iDICE Programme Coordination Unit (PCU), situated within the Bank of Industry (BOI), is seeking to contract a Creative/Media/Public Relations Agency. The engagement will focus on fulfilling the programme's communication, visibility, and partnership objectives.

Responsibilities of the Agency

The chosen agency will develop and implement a strategic communication plan synchronized with iDICE objectives, aimed at various audiences through multiple media.

Key duties will include:

\- Establishing and maintaining media relationships, delivering positive media coverage for iDICE, and organizing press events.

\- Creating and managing quality content such as press releases, newsletters, social media updates, reports, and multimedia content.

\- Developing a robust digital marketing strategy to amplify the visibility and engagement of the iDICE Programme across all digital platforms.

\- Ensuring uniform branding and messaging through all communications associated with iDICE.

\- Organizing and managing promotional events to boost public awareness of iDICE initiatives, including pre-event publicity and post-event evaluations.

\- Producing reports that analyze the effectiveness of communication strategies and partnerships utilizing data for improvement.

Qualification and Experience Requirements

Agencies interested in this role must meet the following criteria:

\- Legally registered in Nigeria, with a valid Certificate of Incorporation and Tax Identification Number (TIN).

\- Minimum of five years’ experience in communications, public relations, marketing, or related fields.

\- Proven expertise in managing communications for large-scale national projects, particularly within the public sector.

\- A strong in-house team with capabilities in brand strategy, media relations, digital marketing, multimedia production, and event management.

\- An understanding of Nigeria’s digital technology and creative landscape, along with experience in data-driven communications.

\- Familiarity with international standards in development communications would be advantageous.

Submission Guidelines

Expressions of Interest must include:

\- A profile of the firm or consortium, outlining strengths and relevant experiences (maximum of three pages).

\- Evidence of experience in similar projects (maximum of seven pages).

\- Availability of key personnel.

\- Additional documents that detail the firm's capabilities.

Submissions should not exceed 25 pages, excluding required legal and compliance documents.

Deadline for Submission

All EOIs must be sent via email to [email protected] by 6th April 2026, no later than 3:00 PM WAT, and must specifically state "EXPRESSION OF INTEREST: ENGAGEMENT OF MEDIA AND CREATIVE AGENCY."
