ECOWAS Court Launches Five-Year Strategic Initiative

The ECOWAS Court of Justice introduced its Strategic Plan for 2026 to 2030 in Abuja, aiming to enhance regional justice, promote human rights, and reinforce the rule of law.

The ECOWAS Court of Justice launched its Strategic Plan for the years 2026 to 2030 during an event in Abuja on Friday, establishing a detailed framework to guide its operations over the next five years.

According to a report by the News Agency of Nigeria (NAN), this initiative is a crucial achievement aimed at improving justice delivery in the region, enhancing the protection of human rights, and reinforcing the rule of law.

The newly unveiled initiative, branded as "Justice 2030," outlines essential objectives to boost judicial effectiveness, provide broader access to legal systems for citizens of the community, strengthen regional legal integration, enhance institutional capabilities, and deepen transparency and involvement of stakeholders.

President of the court, Justice Ricardo Goncalves, emphasized that this strategic plan is a testament to their commitment to institutional change and aims to have a meaningful effect on the lives of citizens in the region.

In his remarks during the launch, he stated, "This moment transcends symbolism; it marks a pivotal shift. It underscores our shared commitment to strengthening the court’s function as a guardian of the rule of law, an advocate for justice, and an essential foundation of regional integration in West Africa."

Justice Goncalves noted that for the plan to be effectively realized, coordinated efforts and a sense of duty among judges, court staff, and stakeholders are necessary.

He highlighted the judges' role as protectors of the court’s integrity and credibility, stressing that they are expected to make informed decisions independently and to exemplify high standards of judgement consistency and accessible justice.

He urged a modernized approach to judicial leadership which should be proactive, strategic, and responsive to the realities faced in the region. He also acknowledged the importance of the court’s support staff, affirming that effective administration, case management, and a culture of service will be essential to the success of this initiative.

Justice Goncalves elaborated that the perception of working should evolve from merely repeating tasks to embracing innovation and accountability in operations to fulfill the strategic aims set out in the plan.

He reached out to various stakeholders, including member states, ECOWAS organizations, legal networks, and civil society, for their collaboration in ensuring the successful enforcement of the plan, highlighting that achieving goals would require a collective effort.

He warned, "Our future phase demands that the court become more visible, accessible, efficient, and influential. Today, we are initiating not just a plan, but a new era for the ECOWAS Court of Justice as a pioneering body committed to community justice, stability, and regional integration."

Representing the Speaker of the ECOWAS Parliament, Memounatou Ibrahima, MP Suleiman Gumi expressed the Parliament's firm support for the initiatives that promote institutional collaboration, enhance legal frameworks, and ensure accountability.

Additionally, she remarked, "This strategic blueprint is poised to be vital in advancing regional unity, protecting citizens' rights, and fostering peace and stability."

ECOWAS Auditor-General, João Fadiá, noted that the initiative signifies a strong adherence to principles of transparency, accountability, and a clear pathway toward enhancing services to the community.

The launch event further witnessed the Acting Deputy Chief Registrar, Marie Saine, convey that the Strategic Plan 2026-2030 was crafted following comprehensive deliberation, inclusive dialogue, and proactive assessment.

Highlighting the court's essence, she stated, "The ECOWAS Court of Justice is not just an institution; it symbolizes hope, safeguards rights, and represents the cornerstone of regional unity. Together, let us pursue this journey with resolve to ensure that by 2030, the court is more robust, accessible, and impactful than ever."

The Head of Delegation of the International Committee of the Red Cross, Mr. James Mathews, commended the court for this significant milestone and reaffirmed the organization’s commitment to providing principled partnerships and operational support.
