Former NaFAA Chief Emma Glassco Exonerated in World Bank Fund Corruption Case

The Liberia Anti-Corruption Commission has declared Emma Metieh Glassco, the former Director General of NaFAA, free of corruption accusations linked to World Bank funding.

The Liberia Anti-Corruption Commission (LACC) has announced that Emma Metieh Glassco, the previous Director General of the National Fisheries and Aquaculture Authority (NaFAA), is not guilty of corruption concerning World Bank funds.

In a letter issued on December 23, 2025, the Commission stated that "the evidence reviewed did not establish criminal intent or personal criminal liability on the part of Emma Glassco."

The investigation scrutinized the management of over US$800,000 allocated for a project funded by the World Bank, including the development of NaFAA’s new headquarters located on Bushrod Island. Following a careful assessment of financial and administrative documentation, the Commission concluded that "the threshold for criminal culpability had not been met."

Emma Glassco, who oversaw NaFAA during this project, expressed her satisfaction with the outcome, highlighting that the inquiry was conducted with complete transparency and diligence. She reaffirmed her dedication to serving the public diligently.
