NUPRC Launches Nigeria's First Calibration Facility for Gravimetric Flow Meters

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has achieved a significant milestone with the launch of a Gravimetric Multifaceted Flow Meter Calibration Facility located in Eket, Akwa Ibom State, aimed at increasing accountability within the crude oil production sector.

This pioneering project in West Africa seeks to tackle the persistent issues of inaccuracies in crude measurement and the lack of accountability in the industry.

For years, faulty metering has led to conflicts, revenue losses, and a dependence on foreign laboratories for calibration services.

During the inauguration ceremony, Mrs. Oritsemeyiwa Eyesan, the Chief Executive of the NUPRC, praised Engineering Automation Technology Limited (EATL) — the local company responsible for the facility's development — for its foresight and dedication to such an advanced project.

Represented by Mr. Manuel Ibituroko, the Deputy Director of Development at the NUPRC, Eyesan noted that this facility signifies a dramatic technological leap, featuring automation that eliminates human errors and includes tamper- proof audit trails along with highly accurate gravimetric standards.

The facility is capable of calibrating various types of meters including turbine, ultrasonic, Coriolis, electromagnetic, and positive displacement meters, which are essential for measuring crude oil volumes in pipelines and export terminals. This improvement is expected to bolster operational efficiency, enhance regulatory compliance, and optimize production processes.

The NUPRC highlighted that precise measurements may help mitigate revenue losses, bolster reserves management, and redirect public capital towards crucial areas like infrastructure, healthcare, and education, ultimately positioning Nigeria as a center for metering prowess in the region.

In the past, operators often relied on international calibration services which involved high shipping costs, delays, and currency exchange problems. The establishment of this local facility will keep the financial benefits within Nigeria's economy.

Dr. Emmanuel Okon, EATL's Managing Director and CEO, noted that the initiative stems from efforts to promote local content in Nigeria's petroleum sector, which has encouraged indigenous development since 2020.

He emphasized, "Without reliable calibration, even the most sophisticated meters can produce inconsistent readings. With this facility, we are establishing a common standard of truth."

The facility features traceable calibration standards, automated data recording, and comprehensive employment of uncertainty budgets that adhere to international standards. This setup will provide regulators, auditors, and business partners with a unified and trustworthy dataset.

He further remarked, "This facility will facilitate easier revenue reconciliations while strengthening the case for investments, as local oil producers will experience diminished uncertainties in their measurements."

Moreover, the facility will allow regulators and oil operators to demonstrate accuracy while providing communities with clarity regarding production metrics, royalties, and environmental implications. Such transparency is crucial for maintaining social license, which is vital for sustaining ongoing exploration and production activities.

The initiative was facilitated under the supervision of NUPRC with assistance from the Nigerian Content Development and Monitoring Board (NCDMB) and other partners, ensuring that the certificates issued are valid for statutory reporting and compliance.

Industry experts predict that this development will enhance transparency surrounding royalties and taxation, combat crude oil theft, and increase investor confidence through reliable production data.

Additionally, the facility is anticipated to foster the creation of technical hubs in the surrounding community, generate hundreds of skilled job opportunities, and enhance local expertise in petroleum measurement technologies.
