The Economic Community of West African States (ECOWAS) has initiated a Long- Term Election Observation Mission (LTEOM) in Benin ahead of the presidential election set for April 12, 2026.
This deployment, sanctioned by ECOWAS Commission President Omar Alieu Touray, is part of a broader strategy to promote a credible, transparent, and peaceful electoral process.
A statement from ECOWAS’ Directorate of Communication in Abuja reported that 15 election specialists from member states will be present in Benin from March 22 to April 18, 2026, to oversee critical phases of the electoral process.
These observers, equipped with expertise in areas such as constitutional law, diplomacy, electoral operations, political affairs, media relations, conflict prevention, gender issues, and security, are tasked with conducting a comprehensive evaluation of the electoral landscape.
ECOWAS stated that the observers will monitor activities across all regions of Benin, providing timely analyses and recommendations aimed at mitigating tensions and fostering public trust in the electoral procedure.
"Their assessments will be instrumental as early-warning mechanisms and rapid- response avenues to help avert and manage any election-related conflicts," noted the regional body.
To enhance its operational capacity, ECOWAS is establishing a situation room to monitor political and security developments nationwide, delivering daily reports to the Commission.
This mechanism will also facilitate the coordination of a Short-Term Election Observation Mission, which is expected to deploy approximately 100 observers as the election date approaches.
This initiative aligns with key regional frameworks, including the 1993 Revised ECOWAS Treaty, the 1999 Conflict Prevention, Management and Resolution Mechanism, and the 2001 Additional Protocol on Democracy and Good Governance.
ECOWAS emphasized that this deployment follows a pre-election exploratory mission conducted from January 7 to 17, 2026. During that mission, delegates engaged with government officials, political parties, civil society organizations, and members of Benin’s electoral body, the Autonomous National Electoral Commission (CENA).
The findings from this exploratory mission have informed the preparations for the extensive observation operation.
ECOWAS reiterated its commitment to advancing transparent elections, democratic governance, and lasting peace and stability throughout West Africa.
