The Enugu State Government has granted a 90-day grace period for property owners who lack building approvals to formalize their properties in accordance with state planning regulations. This announcement reflects the government's commitment to structured urban development and regulatory adherence.
On March 6, Chiwetalu Nwatu, Managing Director of the Enugu State Geographic Information System (ENGIS), made a public statement indicating that property owners with existing structures but no approved building plans are now eligible to regularize their properties within the specified timeframe.
The government emphasized that those without approved plans must submit as- built drawings for approval. Additionally, property owners who do not possess these drawings are advised to hire certified architects to create plans that accurately represent their current buildings.
It was clarified that applications for planning approvals within Enugu East, Enugu North, and Enugu South LGAs need to be directed to the Enugu Capital Territory Development Authority. Conversely, all other submissions should be routed through the respective Town Planning Authority.
The state government noted that this initiative serves as a vital opportunity for property owners to obtain the necessary approvals and avert any potential penalties in the future.
As part of ongoing compliance, the state reiterated that no building plan approval will be issued without demonstrating registered land ownership. Acceptable documentation includes a Certificate of Occupancy (C of O) or a Registered Deed of Assignment.
Furthermore, property owners were warned against initiating any construction without both a valid land title and an approved building plan sanctioned by the relevant Enugu State Government Authority, either the ECTDA or the designated Town Planning Authority.
The state government also advised individuals or organizations holding a Power of Attorney over land to ensure their documentation is regularized by registering the appropriate title instruments with ENGIS to qualify for approvals and receive full legal protection.
In conclusion, the Enugu State Government affirmed its dedication to establishing a transparent, secure, and technology-driven land management system aimed at safeguarding the interests of legitimate property owners while supporting planned urban expansion.
