The government of Malaysia has announced its intention to launch a new online platform designed for direct recruitment of foreign workers, effectively bypassing the long-dominating private recruitment agents.

This initiative, as disclosed by the Human Resources Minister, Datuk Seri Ramanan Ramakrishnan, aims to lower recruitment expenses, tackle worker exploitation, and bolster transparency within the nation’s foreign labor market, according to the Economic Times.

Ramakrishnan highlighted that the reliance on intermediaries has led to foreign workers facing challenges such as exorbitant recruitment fees, debt bondage, and various forms of modern slavery.

He stated, "The issue has been consistently raised in Parliament and has garnered media attention. Our objective is to resolve the problem of intermediaries," as reported by The Malaysian Reserve.

The minister further explained that foreign workers are often burdened with high recruitment fees before even departing their home countries. Many resort to loans to finance these expenses, trapping them in debt from their arrival in Malaysia. There are instances where workers find themselves in jobs that differ markedly from what was promised.

Concerns regarding recruitment malpractice have been repeatedly addressed in Parliament and by various civil society organizations, prompting the government to advocate for a significant transition from the agent-based model.

Details of the Proposed Platform

The forthcoming system will allow Malaysian employers to directly connect with potential foreign workers via a central digital platform.

All job descriptions, compensation, and working conditions will be transparently shared and agreed upon prior to the signing of contracts, thereby minimizing the chances of misrepresentation.

This digital platform is anticipated to enhance the efficiency of the hiring process, reduce costs, and improve oversight of foreign labor recruitment in Malaysia.
